Studies on small and medium enterprises or SMEs in India are scarce. What little is known shows that there is a need to know more about this sector, specially on their performance on responsible business practices. This paper reports the findings on the environmental awareness and practices of some Indian SMEs, from a study conducted by the present authors on 200 SMEs, in the manufacturing and service sectors, in the two Indian states ofWest Bengal and Odisha. The study results show that environmentally responsible practices and the related concept ofsocial responsibility of business are yet to take root at the Indian SME level. Some of the major findings reported are the lack of knowledge and interest about environmentally responsible business practices among the SME owner–managers, the perceived disconnect between environmental practices and socially responsible business practices, the total absence of reporting practices in the sector and the disinterest in the 14001 certification. The study also mentions the perceived barriers and constraints reported by the SME owner– managers in the path of greater engagement with the environment. On the whole, the study concludes that there is an urgent need for sensitization, training and mentoring the Indian SME owner–managers in order to develop their capabilities for improved environmentally responsible business practices.

In India, health inequality, rooted in structural elements of the public healthcare system, is a topic of much concern and discussion in research literature. However, very few articles have approached this persistent problem from a theoretical standpoint. This article addresses this gap by employing the social justice framework of the Health Capability Paradigm (HCP). After critically analyzing some features of the Indian healthcare system, the article argues that some public healthcare system features not only cause health inequalities, but more specifically cause inequities in central health capabilities to avoid escapable diseases and premature death. To address such inequities, the article argues from an HCP perspective that the Indian healthcare system should (a) revise the national health policy's underlying vision of health, (b) reshape its three-tiered public healthcare system to deliver healthcare services to all, and (c) focus on core HCP concepts such as shared health governance and shortfall inequality as guiding principles to provide universal health coverage to all. © 2015 Human Development and Capability Association.

India, Health Inequities, and a Fair Healthcare Provision: A Perspective from Health Capability

In the context of clinical and non-clinical biomedical practices, negligence is usually understood as a lapse of a specific professional duty by a healthcare worker or by a medical facility. This paper tries to delineate systemic negligence as another kind of negligence in the context of health systems, particularly in developing countries, that needs to be recognized and addressed. Systemic negligence is not just a mere collection of stray incidences of medical errors and system failures in a health system, but is proposed in this paper as a more pervasive kind of neglect. Several non-medical factors, such as lack of social and political will, also contribute to it and hence is more difficult to address in a health system. This paper argues that recognizing systemic negligence and including it research agenda have special moral importance for researchers in developing world bioethics, public health ethics and for health activists in the developing world. For, it can be a potent health system barrier, and can seriously impair efforts to ensure patient safety, particularly in the weaker health systems. As it erodes accountability in a health system, addressing it is also important for the twin goals of ensuring patient safety and improving health system performance. Above all, it needs to be addressed because the tolerance of its persistence in a health system seems to undervalue health as a social good. © 2015 John Wiley & Sons Ltd.

Pandemic Influenza Planning and Response in India, 1949-2009

The concept of sustainability, as originally developed in environmental ethics and associated with sustainable development (SD), is gaining attention in the business sector. Ethical responsibilities of a business actually address sustainable development in three dimensions: economic, ecological and social. The SD framework gives a new direction to the way Corporate Social Responsibility (CSR) was previously comprehended. This paper argues that the SD framework of sustainability and sustainable development is a more appropriate choice. This article reviews the CSR evolution and finds its essence at every decade for the past seventy years. The next section of the article discusses the limitations of the CSR approach, the importance of sustainability in business and introduces the sustainable development framework as a guideline for better social responsibility. There is a need for strong policy formulation for well-structured sustainable businesses where there is balance between all three pillars of profitability, society and environment. Mere CSR policies would not make a company sustainable.

After discussing the various changes that the concept of Corporate Social Responsibility (CSR) has undergone since its inception, this paper focuses on a relatively new proposal by the United Nations (UN) called 'Global Compact' (GC) and 'Millennium Development Goals' (MDGs) to reshape Corporate Social Responsibility (CSR) as a tool for national and international development and its applicability in the Indian context. This study also critically analyzes the CSR initiatives adopted by Tata Steel Ltd in the light of this approach to CSR as a developmental tool. The data analysis is based on auditor's annual report and the CSR reports of Tata Steel Ltd. Rural Development Society (TSRDS) from 1990 to 1998 (post liberalization in India). The analysis ends with the conclusion that Tata Steel Ltd's CSR activities implicitly follow the MDGs of the UN as a developmental tool for Jharkhand. These CSR activities (which are well-structured following the MDGs) act like tools for development and try to fill the developmental gaps of the Government. The Epistemic Subject, ‘Situated' Knowledge and Epistemic Norms

After the Severe Acute Respiratory Syndrome (SARS) experience in 2003, ethics has found a place in discourses on pandemic planning and public health. It is no longer enough to merely have action strategies in a pandemic plan; both research literature and the World Health Organization recommend that one has to further ensure that the outcome of such action is fair to all concerned, and is in conformity with relevant ethical values and considerations. India's pandemic plan suffers from a glaring omission in this aspect. Taking strategies and responses during the 2009 A H1N1 outbreak in India as instances, this paper identifies the lessons to be learnt from this experience and argues that these raise ethical issues ingrained in pandemic planning which must be addressed. It ends with the suggestion that the Indian health authorities should add an ethical dimension to the national pandemic plan, as has been recommended by the World Health Organization and by post-SARS studies.

Are Human Rights and Health Care Universal?: Reflections on Health Care in India?

This paper examines the case of a recent H5N1virus (avian influenza) outbreak in West Bengal, an eastern state of India, and argues that poorly executed pandemic management may be viewed as a moral lapse. It further argues that pandemic management initiatives are intimately related to the concept of health as a social 'good' and to the moral responsibility of protection from foreseeable social harm from an infectious disease. The initiatives, therefore, have to be guided by special moral obligations towards biorisk reduction, obligations which remain unfulfilled when a public body entrusted with the responsibility fails to manage satisfactorily the prevention and control of the infection. The overall conclusion is that pandemic management has a moral dimension. The gravity of the threat that fatal infectious diseases pose for public health creates special moral obligations for public bodies in pandemic situations. However, the paper views the West Bengal case as a learning opportunity, and considers the lapses cited as challenges that better, more effectively conducted pandemic management can prepare for. It is hoped that this paper will provoke constructive bioethical deliberations, particularly pertinent to the developing world, on how to ensure that the obligations towards health are fulfilled ethically and more effectively. © 2008 Blackwell Publishing Ltd.
