Enhancing the Security of IEC-61850 GOOSE Messages During Transmission

Abstract

The substation automation through IEC-61850 requires process command transfer from intelligent electronic devices to field devices across the station data bus. The command transfer in the publisher/subscriber model restricts encryption and encapsulation making it susceptible to manipulation attacks. This work enhances the confidentiality and integrity of IEC-61580 Generic Object-Oriented Substation Events (GOOSE) message transmission. Confidentiality is ensured by using the ChaCha20 encryption standard. Integrity is ensured by a novel method of comparing the combined hash of cipher Text and Key at the Publisher and Subscriber end. Further simulations are performed in a virtual environment in a MAC machine to validate the time and accuracy requirement.
